Carmen Woodley founded The CW Law Firm which was born out of the desire to combine engineering principles with analysis of legal needs for individuals, investors, and innovators to develop a comprehensive legal solution.
Carmen has always had the desire to bridge two communities that appear to be disparate and speak different languages. She is recognized as an attorney who combines her engineering, government contracting, and legal background with her strong business acumen and ability to speak to varying audiences on complex topics. She overlays the system development life cycle process with her legal approach, which ensures that the system or need is evaluated and designed effectively and with steps to test and maintain the solution. This presents a different way of thinking about your legal matter as it is typically a reactive approach or a specific issue that generates the desire for legal service.
Carmen seeks to take an unconventional, scientific-like approach to any client matter. Science is absolute and law can be fluid– she seeks to minimize the uncertainty in the long run and holistically view the depths of the matter.

As a government contractor for over 20 years and an attorney for over 10, she has dedicated her career to serving small business owners, including government contracting companies, startups and entrepreneurs on a range of legal issues. She also assists real estate customers on the sale of residential properties, leasing residential and commercial properties, real estate investments and joint ventures.
Carmen has worked for large and small contracting companies, and therefore brings breadth of compassion for and understanding of the challenges and wins. Carmen is licensed to practice in the State of Maryland. She obtained her J.D. from the Francis Carey School of Law, University of Maryland and B.S. in Electrical Engineering from Morgan State University.
